my Issue with "soft buttons"

The soft buttons are very annoying, because its not always actionable. Sometimes there is an icon on the screen above it, tricking the user into thinking the button does something, but it doesnt. Also, user should be able to tap on the icon (from the soft button) to innitiate the soft button action from the screen, sometimes this is the case, sometimes not. Behaviour should be consistent throuout the OS. I hope i explained myself. If not follow up.
