No way to silent phone with keys

There is no way to currently silent and unsilent the phone using the volume keys.
The most it goes, is to vibrate, and silent must be done thru the touch screen.
it should be that one step after the key reaches the vibrate mode, is silent mode, and same by unsilent.
Also, these keys should work (only the volume part) when screen is shut
